One manufacturer’s size 18 dress may fit you perfectly while another manufacturer’s may not. Worse than that, a size 16 dress sold in a predominantly Asian area (like Richmond, BC) may fit almost two sizes smaller than the same size 16 dress in a western market store (like downtown Vancouver).
